Three layers, one paycheck

A New York paycheck can carry up to three income taxes. The state tax runs on nine graduated bands from 3.9% to 10.9% for 2026, reflecting the rate reductions the Tax Law phased in. A New York City resident pays the city's own tax (3.078% to 3.876%) on top — a Manhattan office means nothing here; only residence counts. A Yonkers resident instead pays a surcharge computed as 16.75% of the net state tax, which is why it is entered as a place rather than a rate.

The state starts from federal AGI, subtracts a standard deduction of $8,000 (single) or $16,050 (joint), and allows $1,000 per dependent — no exemption for you or a spouse. New York publishes its schedules in cumulative form, a base amount plus a rate on the excess, and this calculator carries them exactly that way, so the band arithmetic in the results matches the state's own printed schedule.

What reduces New York wages

401(k) deferrals, Section 125 health premiums, and HSA contributions all reduce state taxable income, the same as federal. What does not: New York decoupled from several federal itemized-deduction changes, and its own credits (household credit, NYC school tax credit, Empire State child credit) apply at filing, not in this estimate.

Why your pay stub will differ

This page estimates the year's liability and splits it evenly across paychecks. Your employer instead applies New York's withholding tables (Publication NYS-50-T-NYS) to each check using your Form IT-2104 allowances, which front-loads differently — especially with bonuses, which New York withholds at a flat supplemental rate. Commuters: New York taxes nonresidents on New York-source wages, and its convenience-of-the-employer rule can reach remote days worked outside the state for a New York employer.

Frequently asked questions

I work in Manhattan but live in New Jersey. Do I pay New York City tax?

No. The NYC resident tax applies only to people who live in the five boroughs. You will owe New York State nonresident tax on your New York wages, and New Jersey gives you a credit for it — run the New Jersey paycheck page for the residence side.

How does the Yonkers surcharge actually work?

It is not a tax on income directly. Yonkers residents pay 16.75% of their net New York State tax as a surcharge — if your state tax is $5,000, Yonkers adds about $838. That is why this page asks where you live rather than for a Yonkers rate.

What happened to New York rates for 2026?

The 2026 schedules carry the rate reductions the Tax Law phased in: the bottom bands now run 3.9%–5.9%, down from 4%–6% and their predecessors. The top brackets (9.65%, 10.3%, 10.9% above $1.077m, $5m, and $25m) are unchanged.

Does New York tax my 401(k) contribution?

Not when it goes in — pre-tax deferrals reduce New York wages just as they reduce federal wages. New York even exempts the first $20,000 of certain retirement income when it comes out after age 59½, but that is a filing-time matter, not a paycheck one.

Why is my actual withholding higher than this estimate?

Employer withholding follows the NYS-50-T tables and your IT-2104, which build in rounding and assumptions this annual estimate does not. Supplemental wages — bonuses, RSU vests — are withheld at flat rates that often exceed your effective rate. The year settles on the IT-201.
